2 big stores still cheat coupon users on tax

Nearly five years after promising to work on a fix, the nation’s biggest retailer and the area’s biggest supermarket chain are still short-changing Pennsylvania consumers who take the time to clip coupons.
The state tax code allows retailers to deduct coupons from the price of taxable goods before calculating the sales tax. That results in customers paying less sales tax.
